Governor Gregoire is Holding Government Accountable
Governor Chris Gregoire believes every state agency and program must be visibly accountable to Washington citizens. The Governor’s approach to accountability requires agencies to regularly measure and report the effectiveness of the services they provide, so that problems can be identified and fixed. To accomplish this, she:
- Personally presides over regular performance reviews of key agency services. The face-to-face dialogue is frank, direct and open to the public.
- Insists that agencies base their decisions on data that accurately reflects what’s working and what’s not.
- Publicly acknowledges agency directors and staff when they achieve results – and challenges them to solve the problems when they do not.

Governor Gregoire today urged the state Department of Health and two other health agencies to work together on prevention strategies to reduce the rates of chronic disease in Washington – and to attack two leading health risk factors, tobacco use and obesity. The Governor called for efforts to be targeted at several counties that have high rates of disease and behaviors that contribute to poor health.
The Governor met with leaders of the state Department of Health, Health Care Authority, and Department of Social & Health Services during a GMAP accountability forum in Olympia. The meeting included reports on county-by-county chronic disease rates and the state’s progress toward achieving the goals of the Blue Ribbon Commission on Health Care Costs and Access that the Governor co-chaired during 2006. Governor Chris Gregoire said today Washington “can’t pave our way out” of highway congestion problems, and she endorsed a strategy to coordinate improvements in specific traffic corridors that cause the biggest delays for travelers.
Speaking at a GMAP accountability meeting, Gregoire told leaders of the state Department of Transportation to design congestion-relief projects – and measure the results of those projects – based on how they affect travel times for citizens and businesses who use the highway system.
Washington’s population increased by 50% and vehicle miles traveled jumped by more than 100% between 1980 and 2005, while the number of highway miles increased by less than 10%. “We cannot pave our way out of this problem, even if we want to,” she said. “We have got to look at other innovative, cost-effective ways to address this problem.” More...
